Carry three instead of two is the passive, while the tactical is to fashion a grenade into a location trap like Caustics barrels.
What I would want from this character is the ability to turn grenades into traps. This does leave the question of what happens to Fuse's grenades while the tactical is reloading, is it a constantly available activation or is it timed? It then seems like a loss of a skill if its really only the activation for the passive ability. That said, as an ultimate, its underwhelming compared to Caustics gas traps which are his Tactical. I wonder if it could be glitched onto Gibraltars shield. I don't feel like we need more traps in the game, but it does make for some fun emergent game play. It depends on the range of the patrol area, and if its location based or character based, but mostly it would become an annoyance in buildings like Caustics gas traps.
